Syntax: The Right To Have Love vs. Deserving Love

The world does not "owe" you anything. Owing implies agreement and a default on the agreement, but the world never agreed to fulfill your rights. It does not mean that you don't have rights. As a human being, your existence is in itself a declaration of rights, of basic human rights, and the right to pursue life, liberty, and happiness.

The words "deserving" and "owing" are used sloppily in these contexts. The world does not "owe" you anything. No child "deserves" or does not "deserve" to have love. A child has the right to love. The word "deserve" means that there is a valuation. Who deserves what is based on who it is that is deciding who deserves things. There is a value judgement here. Love, life, happiness, and existence should be recognized as inherent and intrinsic--no value judgement required.
